Symptom:
LOF on controller 0/x/0/1 1.2T card with OTU4 configured on client ports after a power cycle with a Netwrok terminal loopback in place.

Conditions:
1.2T card with client ports running OTU4.
Client port connected to an OTN-XP trunk port.
Network terminal loopback on 1.2T trunk port.
Execute a power cycle.
The issue has been seen once out of 100 iterations.
