Description (partial)

Symptom:
BGP EVPN Local Routes are transmitted with improper Auto RD after failover, this causes quite a churn in the EVPN routes resulting in withdrawal and re-advertisement causing traffic blackhole for a duration.

In issue state:
"show evpn summary" will show the "EVPN Router ID" the old BGP router ID which was reconfigured

Conditions:
- EVPN evi is configured with no manual RD, that is has auto RD configured
- BGP Router ID is modified (say A -> B)
- Switchover [This causes EVPN routes to again move to A:nn instead of the current B:nn pre failover]
