Description (partial)

Symptom:
The output of 'show mpls traffic-engineering topology' may not have valid information for links receive from ISIS.
'max_reservable_bw_global' may be 0, end-point interface addresses may be missing.  The issue is seen when the information for a link is fragmented in multiple TLVs in the ISIS link-state database.

Conditions:
Information for a TE link can be fragmented in multiple TLV when there are interface flaps, or new link information advertised in LSP
