Description (partial)

Symptom:
BGP peer does not accept incoming TCP sessions.
Active TCP session still work fine.

Conditions:
1) there is some bgp configuration under vrf context (rd, rt)
2) router mode CLI executed in the past:

router bgp <asn>
no vrf <vrf name>
vrf <vrf name>
