Description (partial)

Symptom:
Traffic through breakout interfaces drops temporarily when breakout command is set to same linecard's other interface.
Traffic does not drop when breakout command is set to other linecard's interface.
2 or 3 packets are dropped when traffic is 10000 packet/sec.

Conditions:
Sent/received traffic to/from breakout interfaces on N77
