Description (partial)

Symptom:
Calls fail when a ParkingLotD gets stuck trying to allocate an MTP after a previous failure of an MTP allocation

Consider the following call flow
PSTN -- SIP Trunk -- CUCM -- SIP Trunk -- Unity
PSTN SIP trunk has "Send send/receive SDP in REINVITE".
Call sets up to Unity. Unity puts the connection on hold to transfer the call to an IP phone.
The call stops processing at the ParkingLotD request and stays stuck until either end disconnects the call.

Conditions:
Incoming SIP trunk has "Send send/receive SDP in REINVITE"
