Description (partial)

Symptom:
The K8s CNI plugin no longer pushes configuration changes up to the APIC cluster.

Conditions:
The following panic is seen in aci-containers-controller logs after failing to connect to the APICs.
"kubectl -n kube-system logs <aci-containers-controller pod name>"
