Description (partial)

Symptom:
-During Stateful Interchassis Redundancy operation using tracks to decrement priority, it is possible to encounter a condition where the track state will no longer decrement the priority


Conditions:
-The issue can occur after changes have been made to the track commands within the redundancy subconfigiguration
-If the track has been removed from the configuration, it will no longer influence the redundancy priority even after the track has been reconfigured
-There may be multiple configuration changes which trigger this behavior
