Description (partial)

Symptom:
After shutting down ISIS interface inside router isis configuration, the link was not deleted from the isis database on that router

Conditions:
Both the following conditions must exist for this bug to be seen:

1. ISIS configured with "advertise passive-only".

2. Shutting down an interface inside router isis configuration to disable isis on it rather than shutting down the interface as a whole.
