Cisco Bug: CSCvu89946 - EPNM4.1 Upgrade: All Reports Criteria get stuck on Loading Status

Description (partial)

Symptom:
I see a new issue In MVP’s upgrade server BnR Upgrade: 3.1.3 -> 4.1 I-107 , the ?Report Criteria? is always in Loading status, getting stuck (I’ve waited for 30 min)

Reproduce Steps:
1)	Login the EPNM which is upgraded from BnR Upgrade: 3.1.3 -> 4.1 I-107  
2)	Go to Reports/ IPSLA Graphs, click ?New? to create a new report
3)	Then you will see the issue below that Report Criteria is getting stuck on Loading status, I’ve tried different browsers like FF 71 and Chrome, and cleared cache, but still see it. And it’s a generic issue for all the reports.

To compare with normal installed 4.1 I107 Boaz’s Sanity Machine below, I don’t see this issue

And I’m pretty sure in previous MVP upgrade server like 4.1 I106A, I didn’t see this issue.
