Description (partial)

Symptom:
some kinds of queues bandwidth combination are not getting desired throughput from other queue, once the link is oversubscribed.

Conditions:
Issue is specific to vEdge octeon mips platform. As the QoS is done by HW chip for these platform, which dependencies on a 8 bit QOS_MASK bit string, some kinds of QoS queue bandwidth combination will not get the expect throughput while the under link is oversubscribed
