Description (partial)

Symptom:
When trying to configure an interface with "ip address dhcp? or "ip address dhcp setroute? while having Null0 route configured with any metric an error message shown ?ERROR: Address is already configured as neighbor in routing instance: static? : 
ASA Config :

ASA(config-if)# ip add dhcp 
ERROR: Address is already configured as neighbor in routing instance: static

The IP address we will get from the DHCP server is not included in the null0 route and it does not matter which IP we will get since this message is always seen whatever the IP address we will get.

This also will cause deployment failure in case we are running FTD.

Conditions:
ASA configured with Null0 with any metric will not allow the interface to be configured with an IP address allocated from DHCP server. 

Issue seen on 9.8.4(22) > 9.13(1)12
