Cisco Bug: CSCvu83941 - Cisco DNA Center RMA Workflow fails on "Syncing Replacement Device"

Description (partial)

Cisco DNA Center's RMA Workflow may fail after the replacement device is reloaded on the "Syncing Replacement Device" step with the status message "Inventory Sync Failed."  An SNMP authorization error is observed in the inventory logs:

This was observed in the following scenario:
1) The replacement device was added to Cisco DNA Center manually using Discovery (which is a current requirement for SDA devices)
2) SNMPv3 is used 
3) The replaced device was add to Cisco DNA Center using PnP or LAN Automation, and had the following lines in its configuration:

snmp-server group DNACGROUPAuthPriv v3 priv read DNAC-ACCESS write DNAC-ACCESS
snmp-server view DNAC-ACCESS iso included

This can be verified by checking the output of "show run" on the replacement device after it has reloaded.
