Description (partial)

Symptom:
Every time the interface bandwidth configuration is changed, there is a 15720 bytes leak 
in cylon_mgr, more specifically 'QoS Buffer' module.
Router may crash when platform memory is exhausted.

Conditions:
Interface has QoS Percentabe-Based Policing configured, policer cir percent <value>.
Changing interface's bandwidth influences QoS policer rate allocation.
