Description (partial)

Symptom:
C9500-40X // 16.12.2t
12 ports dont work [Te1/0/1-12]
The OSPF neighborship is down due to this, the ICMP p2p ping is not working as well.
The links show UP but they dont fwd or rcv any traffic
The cpuq doesnot show drops
no drops seen in control-plane policy
Interface QOS counters dont change
the asic counters dont show errors
The EPC is not capturing any egress/ingress traffic
Out of about 14 such nodes, the problem is randomly seen on only two switches. Both are SDA internal border nodes
Problem was the same on 16.9.3. Customer rebooted and now it reappeared in 16.12.2t
The ports are random. As per customer , previously last 12 ports were affected
