Cisco Bug: CSCvu81363 - Reinstalled Expressway node does not show actual registration status in Cluster Summary page of HCMF

Expressway Cluster shows Unregistered status after HCMF Smart Account syc, even though Expressway node is registered to CSSM VA manually. This happens for reinstalled Expressway node which does not show actual registration status in Cluster Summary page of HCMF

Steps to reproduce:
1. Configure an expressway cluster and application in HCMF
2. Register the Expressway to CSSM manually 
3. Perform a smart account sync in HCMF
4. Expressway cluster shows as registered in Cluster Summary page
5. Reinstall the Expressway node
6. Repeat steps 2 & 3
7. The Expressway cluster shows as unregistered in Cluster Summary page, which is wrong
8. This happens because the newly installed Expressway Node's Serial Number is not updated in HCMF database
