Description (partial)

Symptom:
On NCS6k increased CPU on qos_ma process around 16% and caused several others paths are stucked as well
reporting a lot of misses and drop packets, only happen for input service path.

Example output showing qos_ma process cpu utilization during the issue:

Conditions:
[1] switch-fabric service policy configured, for ex:
switch-fabric
 service-policy fabric_qos

[2] following telemetry sensor added:
