fib_mgr crash seen on LC during Router Bootup

The root cause of the crash is that one of the threads (ipv4/pv6) is mutex locked and waiting for the other thread to release the mutex for its initialization. Before this thread can initialize, we get a PROT_IF_DOWN event for the protocol that is mutex locked and awaiting initialization. As a result, since the array fib_frr_debug_stats isn't initialized yet, we experience a crash. Since the protocol thread itself is not initialized at this time, the FRR won't necessarily do anything..
