Symptom:
9800 HA deployment guide does not specify the correct method for breaking RMI redundancy. In the "HA Unpairing Behavior" section, it says to use "clear chassis redundancy". However, when RMI is enabled, using this method will throw an error and fail to break HA:

ewlc#clear chassis redundancy 

RMI is configured. Modification not allowed.
