Description (partial)

Symptom:
This is a race condition that can cause several different symptoms. Some of the most notable ones are 'show controllers np ..." commands which result in a sysdb error, for example:

RP/0/RSP1/CPU0:R13-PBIB4-9910#show controllers np ports all location 0/0/CPU0
retrieve data: node 0/0/CPU0, item ports/all ('sysdb' detected the 'warning' condition 'A SysDB client passed a path for an item where a directory path was expected, or vice versa, or a path containing incorrectly placed '/' or reserved characters')

It can also cause a situation where prm_server is unresponsive to client processes. For example:

LC/0/1/CPU0:Jun 22 14:23:32.928 UTC: pifibm_server_lc[205]: %OS-
PLATFORM_LPTS_PIFIB-7-ERR_CONN_INIT : Failed to connect to PRM sever:
'prm_server' detected the 'warning' condition 'There was a failure in
communicating with the PRM server - possibly it has restarted. Operation may
be retried.'

Conditions:
This issue shouldn't occur in the field as it has been caught before being released to any customers.
