Description (partial)

Symptom:
Sessmgr restarts when sending egtp forward access context request message to the peer sgsn

Conditions:
1. S4 to Gn SGSN hard handover is triggered.
2. Forward SRNS context request is received from SRNC
3. Source S4 SGSN need to trigger GTP forward SRNS context request towards old sgsn.
4. Instead EGTP forward access request is triggered
