Cisco Bug: CSCvu78110 - CUIC Log and trace setting issues

Description (partial)

Symptom:
CUIC logs doesn't reflect changes made to CUIC subsystem log and trace setting.

Steps to reproduce:
1. Login to OAMP in CUIC or Serviceability admin in CCX.
2. Go to Log and trace setting page for CUIC.
3. Change log level for CUIC subsystem from Info to Debug and wait for a minute without restarting server.
   Expected result: Check if the CUIC debug logs are seen in cuic log under /opt/cisco/cuic/logs.
   Actual result: Debug Logs are not seen.
4. Changee log level from debug to INFO and wait for a minute without restarting server. Check if debug logs are no longer shown.

Issue2(Not for CCX): OAMP logs doesn't reflect changes made to OAMP log and trace settings.
Steps to reproduce:
1. Login to OAMP in CUIC or Serviceability admin in CCX.
2. Go to Log and trace setting page for CUIC.
3. Change log level for OAMP subsystem from Info to Debug and wait for a minute without restarting server.
   Expected result: Check if the OAMP debug logs are seen in OAMP log under /opt/cisco/cuic/logs/oamp.
   Actual result: Debug Logs are not seen.
4. Changee log level from debug to INFO and wait for a minute without restarting server. Check if debug logs are no longer shown.
