Description (partial)

Symptom:
In an SDA environment, a user will not able to add a new switch running IOX-XE earlier than 16.12.2 with following error message:

NCSO20513: Provisioning failed due to invalid parameter. Flooding Behavior has changed in this Fabric Site. 16.12.2 is the minimum software version supported. Upgrade the switch images to 16.12.2 or greater before adding them to this fabric site

Conditions:
This was observed when all of the following conditions met when trying to add new switch to SDA fabric network using DNAC:

1. Customer has applied LISP Security key patch in DNAC 1.3.0.x or 1.3.1.x
2. Customer has IP Pool which is not enabled for L2 Flooding 
3. Network devices running Pre 16.12.x release
