Description (partial)

Symptom:
When polling SNMP for the entSensorValue (.1.3.6.1.4.1.9.9.91.1.1.1.1.4) it is coming back with all zeros for some optics. The CLI command "sh controllers hundredGigE 0/7/0/18 phy | i power" shows the correct TX and RX power levels for the TX and RX Lanes of the optics.

This issue will affect all the sensors under the optics and not limited to optical power sensors.
This issue is relevant to any type of optics.

Conditions:
The trigger for this issue is the following:
1. Optics inserted.
2. Perform ECP /RP Failover
