max sessions per user doesnt work properly

Symptom:
There are 2 issues with max sessions per user:

ISSUE 1. 
admin user cannot login for the first time
  a. Go to Adminitration-> Settings -> and set "Maximum Login Sessions per User"  to 2
  b. Create a user (ex loginuser1) and make that user as admin in Access Control, Set the CUPM password for it
  c. Login using "globaladmin" in 2 sessions.
  d. Open another session and try to login with user (loginuser1), You will see error message that max session exceeded even though you are logging in first time.

ISSUE 2.
No error message on UI if an admin user exceeds the session count
 a. Follow same steps #a. and #b from ISSUE 1 above.
 b. Login in 2 sessions using admin user (loginuser1)
 c. Try to login in 3rd session, The login will not happen but there will not be any UI message that max session count exceeded.
