Description (partial)

Symptom:
In a PTP network with an active and passive GMC, that are attached to c9300 acting as in transparent clock (TC) mode, the switchover from active to passive GMC does not happen. If the GMC goes down, the uplink remains in slave mode. 
This behavior is not observed in a network with all devices in boundary clock (BC) mode.

Conditions:
The PTP network must have devices acting in Transparent Clock mode and GMC (Grand master clocks) must be attached to TC devices.
