Description (partial)

Symptom:
This memory leak is observed after a series of link flaps, 
each link flap  adds to this memory leak eventually  resulting in running out-of-memory and switch crash. 

you can validate the leak by checking 'debug platform internal stats logging err' for following messages:

    [102] stats_mgr_process_client_group(506): Group data(50) Mem Leaked: slot 1 entry 14 prev 38997421 now 39020869

Conditions:
Each shut/no shut, memory leak happened.
