Description (partial)

Symptom:
Link up but no Tx packets when speed is auto negotiated to 100M on any interface of the same port group (MacId), where macsec is/was configured previously. Seen on Cisco Nexus 9K FX platform switches only.

Conditions:
Any interface belonging to a port group (MacId) with macsec enabled has speed auto negotiated to 100Mbps.
Such a scenario will trigger a buffer stuck state on the entire mac block, even if the particular interface is error disabled.
This is seen when port is auto negotiated to 100Mbps speed and port group (MacId) is in macsec mode.It will not be triggered if speed is configured to 100M or 1G
