Description (partial)

Symptom:
After upgrading to 11.5.1SU8,Jabber bulk search takes long time , when there are atleast 10k users on system.

Each UDS request which uses the sanitize_phonenumber api takes 1200 ms on an average

Conditions:
This is applicable to 11.5.1SU8 (11.5.1.18900-97) and higher. The trigger is Jabber users that use UDS for contact lookups (saved contacts, missed calls, voicemails, etc...).
