Update Step 7 c and Step 7 d in MSO upgrade guide -

As suggested by DE (rvandalo) also please update -

It is recommend for users to move to start using python 3.x. The python 2.7 is officially deprecated from Jan 2020.

Step 7 c - # python -m venv <env-name>
