Description (partial)

Symptom:
When object-group service configurations are added to ASR 1001-X router running 16.12.3 as a part of security policy configurations, the router crashes with below entry in the console logs:

*Jun 18 06:54:51.263: %CPPDRV-3-LOCKDOWN_INITIATED: R0/0: cpp_ha: QFP0.0 CPP Driver LOCKDOWN being triggered due to fatal error.

*Jun 18 06:54:51.271: %IOSXE-1-PLATFORM: R0/0: kernel: QFP0.0: Fatal Fault: SW reported: Userspace fault
*Jun 18 06:54:51.300: %PMAN-3-PROCHOLDDOWN: R0/0: root: The process cpp_ha_top_level_server has been helddown (rc 69)
*Jun 18 06:54:51.302: %PMAN-3-PROCHOLDDOWN: R0/0: root: The process cpp_cp_svr has been helddown (rc 134)
*Jun 18 06:54:51.359: %PMAN-0-PROCFAILCRIT: R0/0: pvp: A critical process cpp_cp_svr has failed (rc 134)
*Jun 18 06:54:57.380: %CPPDRV-3-LOCKDOWN: R0/0: fman_fp_image: QFP0.0 CPP Driver LOCKDOWN encountered due to previous fatal error (SW: Userspace fault).
