Cisco Bug: CSCvu69651 - VMM Floating L3out regression suite failed due to compEpPConn not formed for CSR VM

Symptom: VMM floating L3Out basic functionality does not work. The L3Out port group on a VMware vCenter does not match the configuration in the Cisco APIC. For example, there can be a VLAN mismatch. Cisco APIC visore will show missing compEpPConn, and the port-group's hvsExtPol managed object will not form hvsRsEpPD to the L3Out compEpPD. Conditions: The issue happens only when a port group already exists in the VMware vCenter (manually created or created by some other Cisco APIC on the same VMware vCenter) matching with the Cisco APIC's EPG name, that is <Tenant name>|<L3Out EPG name>|<vlan>.
