Description (partial)

Symptom:
Webex Teams application is not showing all the ip phones register for the user in the Option "Connect to a Device", neither it is not allowing to connect the them.

Conditions:
Steps to reproduce the issue:

1. Assigned ip phones for user in Cisco Webex control hub
2. User login to Teams app
3. User goes to "Connect to a Device" option, it shows the all the devices that user has configured in CH (all of them are online)
4. User tries to connect one of ip phones, click on it but there is not any option to connect the device, the option "Connect" is not there.
5. User closes the window and open again, the list shows less ip phones than the ones are registered for the user.
6. Ip Phone is restarted, then try to see the all the phones registerd bor this user, Teams app still see the small previous list of phones.
