Description (partial)

Symptom:
In the L3Out creation wizard, provider/consumer labels are only available for configuration if "Use for GOLF" is checked. After creating the L3Out that is not used for GOLF, the "Use for GOLF" checkbox is missing and provider/consumer labels are available to be used under discretion.

Conditions:
Enhancement request is to keep the checkbox after creating the L3Out to prevent a configuration mistake.
