Description (partial)

Symptom:
* The switches connected only to VPC Secondary don't build consistent STP topolgy with other devices in the network.
* Possible "STP disputes" or "Bridge Assurance inconsistencies" observed on the links connecting switches to VPC Secondary

Conditions:
* STP root connected to VPC primary - either via orphan port or VPC port-channel
* VPC Fabric Peering (virtual peer-link) configured - issue not seen with "physical/legacy" peer-link
* downstream switch connected to VPC Secondary - either orphan or single-leg VPC
