Symptom:
Recurring IPT.Interrupt_Register.LargeLatencyPktDrop errors (non-errors) of some FIAs on 2T LCs on the NCS6K.

Conditions:
Seen on NCS6K with 2T line cards running versions 6.6.1, 7.0.1, and 7.1.1.
The issue is only seen on line cards that have no interfaces up on them or any traffic flows through the FIA/slice.
There is no impact from these errors.
