Description (partial)

Symptom:
fsync process crash on fsyncprocess restart

Conditions:
Fsync Debug is enabled
Fsyncmgr receives an update to indicate a Stream is being deselected.
The triggers a stream update. 
	If this update is ignored, which happens in the following cases (and may happen after a process restart):
	Comms init isn’t complete
	Or GSP isn’t up 
	Or the comms error flag is set
	We attempt to debug the stream, which is NULL as it’s being deselected, and crash.
