Description (partial)

in-pcs-bip-errors is not  reported when BIP error is inserted on lane other than Lane 0

Symptom:
on inserting BIP error on just one lane of of ethernet client , /ethernet/state/in-pcs-bip-errors is getting incremented only when error is on Lane 0 . If there is BIP error on other lanes that doesn’t get reported in /ethernet/state/in-pcs-bip-errors.  As per OC definition  for this leaf . The error count should be sum of all the errors in that lane , but looks like we are considering only lane 0 error .

Conditions:
Out of the  19 lanes of BIP errors supported in native hundredgigectrlr PM data current OC terminal-device/ethernet/state/in-pcs-bip-error leaf is currently mapped to lan 0 of the BI P error . 
But as per OC definition the leaf should have value which should be cumulative of all the errors seen from lane 0 to lane 19 .
So currently the error is reported only for lane 0 and not for other 18 lanes
