Description (partial)

Symptom:
Claiming a Webex user account fails when the verified domain of a Control Hub org does not match the character case of the user's e-mail domain. The result is that the admin will receive a Control Hub error such as: "unexpected error, status: 403, error code"

Conditions:
case mismatch between verified domain and user email domain, even if domain really matches. For example: "user1@doMaiN.com" is unable to be claimed into an org that has "domain.com" verified.
