Description (partial)

Symptom:
If there will be a RG change from standby to Active ,NAT translation get locked for few seconds on  Active RG and this will affect all groups.

Conditions:
When there will be RG change from standby to Active, there are some packets that forwarded without any NAT and from packet trace it is shown as LOCK_NAT. During the LOCK time, the packets will not be natted. After DP unlocks, the NAT will start processing (natting) the packets.
