Description (partial)

Symptom:
- After upgrading from 8.8 to 8.10.121.0, all clients cannot connect to a local mode wave 2 AP if they do not enter their credentials within 10 seconds. AP deletes client entry after that even though the EAP identity request timeout is 30, not 10. Changing "EAP-Identity-Request Timeout" does not help.

- Similar debugs should show up when enabling AP debugs:

8021X timer expired ---> Delete client
Not sending DELETE to cont, reason AUTH_EXPIRED

- AP will send deauthentication freames when the client responds with an identity response since it removed the client entry
- WLC will keep the client entry expecting a client identity response from the AP

Conditions:
WLC SW: 8.10.121.0
- AP-COS local mode APs (problem is not seen with IOS APs)
- WPA2 EAP security configured
