Description (partial)

Symptom:
The suppress timer (90seconds call suppress when previous call fails) is started on the isdn interfaces(Se0/1/0:23) instead of the dialer interfaces(Dialerx). That is why sometimes call is allowed within 90seconds of a failed call and vice versa.

Conditions:
with "primary-ntt" switch type is used and When dialer is associated with more than one pool member and call is initiated to same number within 90seconds of previous failed call
