Description (partial)

Symptom:
There is no automated ability to identify and count messages released from the File Analysis Quarantine automatically after the time-out period expires and there is no ability to apply additional actions to these messages - for example, strip attachments and notify the end-user.
Also messages released from the File Analysis Quarantine are not being re-scanned by the message/content filters.

Conditions:
Messages quarantined to File Analysis POV quarantine, get released from the quarantine automatically after the time-out period expires.
