Release-note enclosure due to no firm root cause found before release. It is a day one issue which failed to be identified earlier because VC hash was not used by preroute ucode, so random path was used with raw hash. This only affects 5th and 4th generation of ASR9000 Ethernet line cards linecards. It does not happen on earlier generation linecards. Symptom: OSPF sessions over TE tunnels with PBTS over PWHE links stuck at INIT state, after all interfaces are shut and unshut from generic interface list. The NP counter LAG_NOT_LOCAL is incremented as OSPF session ends up on wrong NP. Conditions: Hit this issue after the shut / unshut applied for all interfaces in generic interface list. Configuration includes OSPF over both PWHE and TE tunnels over them with PBTS, and OSPF control over the bundle as VC hash pindown destination.
