Description (partial)

Symptom:
When calculating the Topology HS, if Observer cannot receive the node HS, (node HS comes from Switch node) then we cannot calculate Topology HS correctly. If Observer does not receive the node HS update for 2 minutes, we assume switch node lost connection with APIC which can result in inaccurate health reports.

Conditions:
In this case Observer received a node HS update, but the stimulus was buffered in the queue. It takes too long to process due to Observer being too busy. Basically, this is a false alarm due to the node HS update stimulus being buffered in the DME queue for too long.
