Description (partial)

Symptom:
Directly connected link between ISR1k C1111-4P and Meraki MX100 will fail to come up intermittently.

With auto-negotiation enabled on the link the interface will sometimes stay in down/down state.
The problem may be seen after a few iterations of 'shut/no shut' sequence on the GigabitEthernet interface.

After the port is stuck in 'down/down' state it is possible to recover it by flapping the port using 'shut/no shut' sequence.

Conditions:
Negotiation set to 'auto' on the link
Port is part of the ES-4 Switch Module on ISR1k
