Symptom:
When adding phones manually to CER, users sometimes uses the # characters in the location details; however this character is not supported for location name and cannot be used; yet it is allowed via bulk import of manual phones.  Updating this phone would then fail saying unsupported character until # is removed.  Similarly call details will truncate the location at the first unsupported character found in location.

Conditions:
Manual Phone Bulk Import into CER and using unsupported characters in location fields.
