Description (partial)

Symptom:
1. 7.0(3)I7(5) allows same netflow to configure for both Vlan & SVI  [layer2 & layer3 at the same time] (As per release notes "the same flow monitor cannot be attached to a VLAN and an SVI at the same time")
2. After the upgrade to 7.0(3)I7(6)/9.3(3) from 7.0(3)I7(5), we can't remove the applied netflow config to vlan/SVI [provided that it is applied to both at the same time]
    a. 7.0(3)I7(6) - gives error 
Error message: 
ERROR: Invalid config error: Monitor NFM1 is already applied on an L3 interface. Cannot apply it on Vlan
or 
ERROR: Invalid config error: Monitor NFM1 is already applied on a VLAN. Cannot apply it on this interface
    b. 9.3(3) - accepts command but configuration is not removed form vlan configuration
    c. can't use the existing neflow to attach to new vlan or SVI
3. After the upgrade to 7.0(3)I7(6)/9.3(3) from 7.0(3)I7(5), can't remove the netflow configuration from vlan configuration
