Description (partial)

With certain FirstNet SIMs, occasionally, the P-LTEAP18-GL LM960 modem may initially show connection error code 241 and doesn't acquire IP address upon platform bootup. Users must need to configure either: 
1) LTE tech to be LTE (not AUTO) or 
2) configure LTE-only band option in band-select

Symptom:
With certain FirstNet SIMs, P-LTEAP18-GL modem may not initially automatically attach and get IP address after platform bootup. Sometimes attach may take just long time until it finds a LTE band.

Conditions:
Certain FirstNet SIM may not automatically acquire IP address upon first platform bootup.
