Description (partial)

Symptom:
When using In Band Management, ICMP Frames are sent from each CIMC to the default gateway for a health check every second.  When 3 ICMP frames are missed, this triggers CIMC failover from Managing instance to other instance.  This failover sends a GARP northbound to the network to notify the network of topology change.  

On large environments, this happens many many times.

Conditions:
General operation while using In Band Management with UCSM and large environments with many blades / service profiles.
